Would it not have been simpler to require each GP to place as many
of the candidates as they wished in order of preference...
and more sensitive...
more complicated to count though, so I think your democratic process
may have been subverted[1] in favour of reducing the work for the
electoral officials. Who were the electoral officials, BTW?
