I sympathise! You should have seen the guidance letter from Frank Burns,
sent out in June/July this year to HAs, cautioning on IM&T investment ahead
of a definitive guidance and plan.
If you are currently having problems linking to NHS Net, then the people to
contact are your local telecommunication branch (Anglia and Oxford?). You
might chose to wait for the GP Net proposals.
GP Net proposals are intended to provide a consistent and robust mechanism
for all practices to be connected to NHS Net. They are not yet finalised,
although seem close to it. There are many people involved in developing,
supporting and ultimately helping to implement those proposals. They
include NHS Managers, Telecommunication Branch folk, GP and hospital system
suppliers, "middleware" suppliers, GPs from GPC and RCGP, Pathologists, HA
people, Regional people and others.
My sig below is probably out of date, as the "Pathology Report
implementation panel" is now renamed as the "Enabling hospital project" and
is part of the GP Net programme, delivering the White Paper Targets.
Mike Walker is the overall GP Net Programme Director.

Jon, I'm in a Locality Commissioning Pilot which has had all sorts of
problems in connecting to the NHSnet - and still have difficulties ;-<<
