Differentiation and integration are classic methods used by all
organisations (Charles Handy - Understanding Organisations)
Tasks are divided up and assigned to small groups (Differentiation). The
centre (board, lead etc) role is to coordinate the output of the groups
(Integration) so as to *achieve the stated aims and values * of the
organisation
So what you are proposing is certainly a reasonable approach
Prescribing, commissioning, governance are big issues to say the least and I
remain unconvinced that anyone or groups can achieve anything but an
honourable amateur mess for 2700 ukp honorarium
Our LMC says "Only do what you are paid for and get paid for what you do"
Well the former is no way to run a pcg and not practical and the latter
simply does not happen
