I'd agree that someone needs to run the mechanics of the election - but
surely there are a few stages before this?
1.Who is entitled to vote?
- assuming that the GPs on the PCG Board are elected by GPs, do you
include non-principals - and if you do, which and how do you identify
them? Retainees and Asistants are easily identified - but what about
locums? If locums are included (and HSC 139 suggests that non-principals
might be identified as needing a seat on the Board), are there any
criteria? Would they be able to vote in more than one PCG? Would the
weight of the vote be the same for a locum as for a principal? Do full-
timers and part-time GPs have the same vote?
(Even worse for the lay member..;-<)
2.Who is entitled to stand for election?
3.What method of voting? If there are 7 places, does each voter have 7
votes , or one vote, or a single transferable vote?
Once the *really* difficult decisions have been made... oh yes, who
makes them? ;-> - then I'd agree that you need someone reliable to run
the election...

PS I thought this was a "bottoms up" approach! What happens if
neighbouring PCGs develop radically different models?
