I think this is one IOS fee we could do without. I suspect the
variation in contraception rates between practices is small enough to
justify scrapping the whole system, making it an optional part of GMS
and just paying a higher capitation fee for women of childbearing age
to those GPs who chose to provide contraception (i.e. 99.9%). A
separate IOS fee could be retained for procedures such as IUCD
fitting. There would be winners and losers, but we would all benefit
from the reduction in admin.
