To access ldap://certserver.pgp.com you need an ldap client. There is one built into PGP 5.5 (I'm not sure about earlier versions) accessed via the keys:search menu in PGPkeys.
You can access the certserver via the web at http://wwwkeys.pgp.net but I've not managed to find my key on this whereas ldap://certserver.pgp.com works just fine

As a second issue I do not understand your key namely
ldap://certserver.pgp.com
My browser does not recognise this (MSIE 3) and I have tried
http://certserver.pgp.com which was recognised by the DNS but sticks at the
connecting to 208.228.228.??? message. I have tried this a few times but
without success.
