Having run this set-up with NHSnet for 16 months now, I don't think you
should have any worries - as long as the initial (high) costs of the LAN are
met. I am more than a little concerned about costs of upgrading both NT
server and the Exchange server through all their various stages - both in
financial and support terms. This is a glaring omission in most HA IM&T
plans.
Oh, of course - NHSnet may require this set-up, but the set-up doesn't
require NHSnet.

You have veeery few options I am afraid. The NHSnet connection to a LAN
requires NT as the security and x400 compatibility needs MS
exchange.
Go for it and get the HA to pay.
