Quite right. (hey, guess what? we are in agreement!)
If you consider yourself self-employed, ie, working for yourself, then
*you* pay.
If you consider yourself employed by the state, then tear up the red
book and lobby for empolyed status and negotiate terms and conditions
that may or may not include health perks.
You can't have it both ways.
