Occupational Health services exist as part of a work situation in most
organisations - and deal with the particular requirements and stresses
of the work situation.
Would it be safe to allow an airline pilot to depend entirely on a GP to
assess fitness to work?
How expert are *you* at managing the special needs of, say, athletes and
musicians? There *are* areas where there are particular stresses and
requirements , and it is within the role *and interest* of the employer
to provide occupational health services - *even if the employer is The
State*!

PS are you actually suggesting that the general public is poorly served?
tut tut - do *try* to think of "affordability" and "the intended
inflation target" ..
