I don't think you intend to minimise the underlying 'offence' i.e.
cross-posting to mailing lists. Apologising while doing so is certainly
an added irritation although usually an indication of a lack of
appreciation of the reasons why it is undesirable. Most if not all
Internet 'codes of practice' are there for our benefit. They represent a
sort of street wisdom.
