A nasty mess that would be. This is th etime to remove elements
from the existing arrangements. Simplify, delayer, open, remove
paper, delegate, empower.

Concur. However the actual delivery of guidelines is something on
whichthe NHS has made very little progress, guided by a financial
establishment wedded to its pencils, and a managerial structure
populated by technological illiterates
Guidelines need to be delivered at the point of care, and their
effective use requires the move to electronic records. Not Korner
(dead at last) type statisticrap added in addition to keeping paper
notes but passing the information through the sieve of the computer.
Only doctors can write such guidelines, and the only sort of doctors
who can do it are GPs. Any specialists offering their guidelines
for imposition on GPs should be politely reminded of their almost
total ignorance.
