Because. Because. There is capital expenditure--which the second-rate
bean counters employed by trusts think of as one-off non-recurring, eg
computers. BYTE magazine some time back estimated that the annual cost of
maintaining a networked Windows PC was quite high, maybe $1700 (I forget
exactly what) but of course aforesaid second-raters don't know about stuff
like that.
Where was I? Ah yes capital expenditure as opposed to hiring staff which
means definite recurring expenditure, has to put in next year's budget and
the year after and the year after that. Etc. So sometimes they feel able
to lash money out on gear, esp if it near financial year end and there is
money left over which they have to spend in case they lose it.
But as to why they can have nice gear but we can't--well they have a good
excuse to refuse us, don't they? Independent contractors and all that
shite. And all they have to do is keep saying "no" and a fair percentage
of our lot will eventually get fed up and stop asking. Great saving for
virtually no expenditure on their part.
