Interesting concept this. Get accepted for one of the pilots and then
write your targets afterwards.
I rather innocently (foolishly?) thought that to get all the extra cash and
freedom of being in the PCAP pilots, you had to do this in your proposals.
Is it too late to apply? I have the back of a used envelope somewhere on
my desk.......

Subject: New PCAP contracts
We are going to go into one of the PCAP pilots. We have the opportunity to
rewrite a fair proportion of the contracts and in particular remove the
targets, & nonsense of health promotion payments etc.
The health authority will want some "incentive" payments built in & we
would
prefer to have some attempt at looking at quality of care, preferably
something useful - maybe something on the lines of "have all those on long
term H2s or Losec been tested or treated for H Pylori?."
Anyone here any constructive thoughts?
