It might be something like when a school fails...
To get somebody to run it the HA would have to pay them...
If the failure is due to insufficient funding, then apart from the
cost of the enquiry the HA would have to pay a lot - nobody who
didn't "have" to because they were local and had their neighbours'
welfare and their own livelihoods tangled up in it would step into
the mire with inadequate funding. (That is inadequate for _their_
well being and reputation.)
It seems economically unsound to me to cause these things to fail,
so if one does I shall be inlcined to think it shows incompetence
rather than malice by the designated authorities.
