The problem with independent review is that by definition the panel comes
from a different health authority to the one the case is heard in. The
amount of ringing around that has to be done - literally begging people to
be on panels - is becoming legendary. The paperwork associated with running
the system is incredible.
My experience of panels that I have heard about is that the quality is
extremely variable, and that the GPs often tend to be dominated by
consultant colleagues, where present.
The system, being new, hasn't bedded down yet, but I don't have much respect
for it. The regs need redrafting to restrict the power of panels to make
stupid recommendations, the appeals system needs brushing up (right now it
more or less relies on the HA chief exec kicking up a fuss,) and yes, there
should be a system for binning crap assessors with extreme prejudice.
