You could take it in a slightly less cataclysmic way.
If you have disc space create a directory into which you copy
everything (xcopy /s )
Then reboot from a floppy with command.com - using a previous
version of MSDOS like 3.3 which seemed to be when it reached its
peak, or an OS/2 or W95 recovery disc.
Delete all the original files and directories including the windows
directory and subdirectories, being careful not to delete your
backup directory created above.
Then install whatever operating system you currently favour.
Any settings files or dll s and so on will be to hand on the same
disc, which is easier and a little more reliable than finding them
from the backup device.
What is does miss out on is the opportunity to change the disc
format from 16 bit FAT to HPFS or 32 bit FAT or NTFS, which are
probably better.
Another hybrid approach is to use your original hard drive as drive
D: and copy stuff over from it as seems indicated, onto the clean
installation on your new drive C:
