Our HA may if asked agree that the proceedings of subctees of the HA
are public - and that the public, should they ask under the NHS Code
of Openness would normally be told what happened at a PGC ctee/board
or whatever, but the actual execution of this involves a great
reluctance to allow any electronic version of a document to be
available - since they might be seen by the public, and an
unwillingness to do business by e-mail since this is public on the
Internet.
I suspect that N&E Devon is neither the best nor the worst in this
respect - SW Devon has a far better reputation, Somerset has a
reputation for direction, but not one for concealment, locally.
Paradigm change time is upon them, and they may not yet have a
visceral understanding of it, but like many administrative systems
this one is poised for a catastrophic (in the mathematical sense not
the consequences) change form one state to another.
And it will be better when it has changed.
