FIRST ANNOUNCEMENT: Building a WebCitation Index on the World-Wide-Web

Although this is not yet functional, I think that this is a very
exciting project.
In analogy to the Science Citation Index this project tries to gather a
WebCitation Index.
Webcite is a tool for
- those who cite electronic papers (e-papers) on the World-Wide-Web
(WWW): researchers and electronic journals can now cite e-papers of
other researchers published on the WWW in a stable manner, without
having to worry that the e-paper they cite changes content or location.
- those who are cited: cybermetric indicators measure the scientific
impact of e-papers. For researchers, who publish on the web,
webcitation
indicators may become equally as important as impact points from
traditional citation analysis using the Science Citation Index
- readers have the possibility to attach comments to any e-paper and
therefore to act as peer-reviewers. Their comments, together with the
cybermetric indicators, give other readers a grasp of the relevance of
the e-paper cited
- searchers looking for information on a given subject area: E-papers
can be clustered according to the set of references they cite - papers
having a common subset of references are likely to treat the same
subject area. A WebCitation index enables this "linkage measurement"
and
is a new type of "search engine" for scholarly information on the
World-Wide-Web

This also has something to do with "quality of Internet information",
as
a WebCitation Index will be able to measure the WebImpact of scholarly
articles (e-papers) on the WWW and allows readers to attach
"peer-review" or comments to electronic papers.
To avoid misunderstandings it should be pointed out that this is
thought
exclusively for scholarly information, and not for all kinds of
webpages.
