Pt held records (whether smartcard or paper) work fine for face to
face consultations, but I do a huge amount of work related to pts at
other times, e.g. writing referral letters, talking to GP or hospital
colleagues for a 2nd opinion, reading and acting on test results or
letters from consultants. I don't think I could properly and safely
act as someone's GP (and have 24 hr responsibility for their care)
unless I also had access to their records at all times, including when
the pt was not available/not present.
