No.
The patient is responsible for much of their health.
GPs have particular responsibiliities but they will not be discharged
by spreading the whole of everyone's notes over the whole country.
Although access to defined data sets and parts of the narrative will
help the _patient_ to help other doctors and PAMs do their part and
discharge their responsibilities.
You could easily be submerged in a flood of information which you will
then be assumed by m'learned friend to have a duty to be fully aware
of...
IMHO more problems arise because significant facts are concealed in the
volume of Sturgeon's other 90% than because data is missing, and it is
the winnowing that we look to IT for.
Besides which, it is unlikely that you would make sense of many
doctors' notes. I wonder if they can, but they say so.
