No. They are not part of the co-operative of GPs set up to look
after each others' patients.

Ditto, but not quite so obviously. - in this case the patient has
moved, they have presented themselves out of area, and it is
reasonable for them to expect that they will not find their own
doctor or his deputy available.
We however have gone ahead and set up the first layer of The Firm,
and it is entirely reasonable for a patient to expect that when they
ring the doctor they are registered with and then attend the
treatment centre they are directed to by the person who answers -
that there will be access to the notes.
As a for instance, and to demonstrate that whatever plane the QC
inhabited also contained working GPs some years ago, one of the
criticisms of a training practice in Taunton that was made by an
inspecting team was that the trainee did not have convenient access
to the surgeries of the other practices in the rota of three, out of
hours.

I have always been impressed by QCs' firm grasp of reality, and
of what matters.
If we could get two of them together they could have a wonderful
time discussing how far a duty extends in the absence of
provision of the resources and regulations necessary to make it
fulfillable.
However, that message has been received by the Gov, and the resources
and regulations are changing. Time for us to change ahead of them.
