I make it slightly different try
5 board members at 3 days a month = 3 weeks a month = 36 weeks a year
400 PCGs at 36 weeks a year = 14400 weeks = 320 GPs (45 weeks a year each)
Cost 320 * 70k = 22.4M
Still a helluva lot whichever way you look at it
