The cost of reading devices has plummeted in recent months.
The question of availability would probably relate more to the
question: what places do we install the readers in.
The question of patients not carrying the card, well, they carry the
M&S card, don't they? Why do they? Because it has tangible benefit to
them. So, we need to make the health card worth their while to carry.
One draconian solution would be no card, no service!
