1. that GPC be instructed to arrange with the utmost speed that the
terms of service of GPs be altered so that a GP is required to keep
records, but not required to keep them on the forms provided by the
committee.
[eg by altering it to read "...records of the sort usually kept."
rather than "...records on the forms provided..."]
2. That the NHS cervical screening programme be uniformly run,
without a local variation in recall interval, and that GP
remuneration be divorced from the successful operation of the
service"
[triggered by the highly unsatisfactory situation in N&E Devon,
where with a 5 year recall, GPs are pressured into unethically[1]
taking
smears which will not be reported for 12 weeks or more, instead of
closing the routine service for 8 weeks to let it get back to target.
Even with overtime for slide readers, and extra sessions for the
Gynaecologists needed to follo w up the expected abnormalities, it
will be until April before the wait gets down to the specified 4
weeks. Proposed by the Consultant Cytopahologist and me.
Slides are very postable, when one area is on a 5 year cycle they
should post slides to an area on a 3 year cycle until they converge
on 4 years]
------
[1] Unethical because the delay causes psychological damage to the
women.
