A lot of the problems highlighted and forecats by FDI are coming to
roost.
Of course, all and sundry will have their say in the HIP. A lot of
perhorses will get to be ridden.

The sad, and potentially bancrupting thing is this: whoever designs
the HIP, no matter how unrealistic it is, *you* as a PCG will have to
subscribe to it and deliver come what may.
This is what is reffered to as being the driving seat. Trouble is:
you can't choose your vehicle, you can't chosse your passengers, you
can't choose your fuel, you can't chosse your route. However, if
anything goes wrong, you're staring down the twin barrels of a 12 bore.
