Supposing
in 1992 it became apparent that GPs and others were rapidly getting
connected through various e-mail and BBS systems which were becoming
easier, cheaper and simpler.
this was going to lead to a de-layering and disobfuscation of public
life and NHS administration
What would the conspiracy of apparatchiks do to delay this?
How about announce a super-dooper all singing all dancing system to
connect everyone in the NHS, which for security reasons precluded
all other connections
and declare that nobody was to be connected any other way until they
joined the NHS Net
and then make it difficult, expensive and above all slow, as well as
unattractive to join it
delay the guidance, and then halt the rollout just as it had
started, and when various other local initiatives had been wrecked,
removing many of the connections that had started
and make it not actually work
**** seem familiar ****
and then, as the piece de resistance, have the public accounts
committee discover it, condemn the massive waste of time and money,
and use that as an excuse to stop the whole thing, and spend another
five years preparing a plan to do it better?
Surely not? Surely?
