On receipt of a complaint, deny it.
Assure Ministers that whatever project or activity is being complained
of is proceeding according to plan.
Exceptionally, if this proves insufficient, postpone further activity
for a year or so while preventing all other projects in related areas
from proceeding.
Should it eventually turn out that the area of complaint is not
plausibly deniable arrange for all senior and responsible officers to
receive knighthoods, directorships or other rewards according to the
usual scale.
If the complaint has made use of any information derived from within
the NHSE ensure that the provider of such information is identified,
and fired, forthwith.
Note: it may be expedient to offer a redundancy settlement, which can
always be reclaimed provided care is taken to contravene Treasury rules
