On the planet where I live that would certainly be one of the
criteria/sections.
However, as it depends upon some factors beyond personal control, I
would suggest that its principles should be transferable to other areas
of endeavour.
Thus anyone could put themselself forward, listing achievement beyond
expectation in a particular category, submit to scrutiny and await the
verdict. The selection of the judges would be crucial of course as would
be the criteria - which should be _relative_ to the effort expended
rather than to the reasonably irrelevant absolute outcome.
Receipt of an award in one category would probably disqualify for
another. One application per year, per person until achieved.
I think of it as an incentive, as well as a reward.
On my planet I would like every day to be the first day of spring. :-)
