Not necessarily daft. If you are working in a situation where the
total demand for service exceeds any likely level of supply for that
service, and the service is made up of a number of more or less
specialist sub-services, then there may be quite a lot to be said for
recruiting the most skillful workers that you can, and then giving
them their head. Of course you need to maintain some semblance of
overall cover.
