The full motion I would like to put forward is
that there is no other organisation with which the NHS may usefully be
compared.
It is an idea which has surfaced or rather rolled just below the
surface in many contributions on this discussion list, in fact almost
whenever the way in which something has been done in another
organisation is offered as an example to apply to the NHS.
The previous government attempted to demonstrate the application of
some ideas from business, with to be fair to them occasional slight
indications of partial success in isolated parts of the enterprise.
On the face of it is a peculiar notion, that there could be one area of
work involving very large numbers of workers and contact with all
citizens, which is wholly unlike the rest, to the extent that no useful
lessons may be lernt outside the NHS, that excellence in the management
of the NHS will only come when all managers in it have been trained
entirely within it, without any sojourns or secondments to academia,
banking, manufacturing or distirbution, or the armed forces and other
uniformed services.
However, I expect that somebody will speak to the motion....
I would hope that we might pick out a few areas worth looking at, and
perhaps some evidence for directing spending in ways that GPs would be
happy with, but of course if the motion were carried, our attitudes to
many things should change.
