The idea, as I recall (after 2/52 in Brittany most things are a little
hazy.......) was not to provide a proper A&E Dept but a walk-in minor
injury/GP service for commuters and, I suspect, for those wanting a second
opinion on their GP's management. We've all seen a lot of the latter in NHS
A&E units. This seems to have been one step up from the set-up at Victoria
station, but would not have had the resources (path, radiology) to do a decent
job and would probably have led to the doctors finding themselves in a
position where they were trying to diagnose and treat with inadequate
facilities.
The most ridiculous feature of the exercise is that Byfleet is equidistant
between three cottage hospitals with minor injury units in immediate proximity
to Health Centres and surgeries. I honestly can't imagine who would pay to get
exactly the service they already had, probably from the people already
providing it.
