This is a serious question.
PCGs should behave like independent businesses. At least aspire to do
so.
They must 'grow up' and shed this unhealthy 'Lino's blanket' (Charlie

*You* make your business case and plan. *You* decide what your
organisational needs are.
When you've done that, you go out and find the best supplier.
The jargonists would call it 'outsourcing'
That 'outsource' may or may not be the HA or IMG.
PCGs will need not to own and be budened by all sorts of stuff.
You have a problem, define a solution, a team goes in and goes out.
Sorted.
Unless, of course, you want to apply the same archaic mechanisms that
*will* not achieve the 'efficiency targets' all this spending is so
dependent on ;-)
You're big boys and girls now! Take charge, flee the nest, steer the
