Are you talking about specifications for a system for locality
commissioning? a series of functions (RFA for PCGs?) or a benchtest that
can be applied to a system to compare functionalities?
Have you developed a buisness plan, *including* a map of the information
flows and validation standards?
Do you actually want a bespoke solution? Isn't it better, in a situation
where the ground rules haven't been established, to look to buisness
software or software that has already been developed for Multifunds and
TPPs?
In anycase, does *your* locality pilot have anything more in common with
mine than the name? Sounds as though you're aiming at full Trust
