As you have said time and again Ahmad, if the new IM&T strategy is not
to be a simple wish list it will need to be adequately funded. It is
for this reason that its release has been delayed until the outcome
of the Comprehensive Spending Review is known. I think you are
premature in passing comment when you haven't even read it.

A substantial piece of guidance is expected at the end of this month.
As Ewan Davis stated at Manchester, the world will not suddenly change
on 1 April 1999. Implementation of the new IM&T strategy will take
place over a timescale of years not weeks.
