Having fully digested Milburns letter and read all the trumped up garbage
about how well the BMA has done, I just wonder if I'm the only one who
wonders what Chisholm has been talking about for the last 6 months.
Certainly nothing about the worrying bits of the white paper - Milburn must
be very happy to realise that GPs are now accepting almost fully the most
disastrous change in Primary care ever with only a slight whimper. For
instance -
1) Previous debts held at HA and Trust level - who fixes the prices and who
gives the budget. Debts held at Trust level will be shown in prices, those
at HA will be reflected in the budget - the PCG is the loser.
2) PCG membership have to be agreed by GPs and LMC - but no mention that
you can disagree with the white paper - therefore you will have to broadly
follow social services boundaries - therefore you will not really have a
choice as it has been centrally decided.
3) GPs can decide to be the majority if they want on the PCG. Once social
services etc. understand the payments etc. they seem only too pleased to
hand the running, hard work, sharp end decisions to the biggest idiots who
will take on the task - us!
4) Review body, red book etc. stay -as the review body is always ignored
and we are led to believe that the government has already decided our pay
rises for the next 3 years - pre-empting the review body - a really
successful negotiation.
etc.etc.
Every point can be shown to be false - why are we in such a bad system that
is now causing the deterioration of patient services? - and why is this
hailed as a great success? - Are we all suckers?
