At a conference I attended yesterday (yes, a conference on PCGs!),
somebody from the NHS E confirmed that 3-year contracts (service
agreements) will come in the second year. The first year will just
carry forward existing arrangements simply because it would be unfair
to expect live PCGs to take over 3 year agreements that somebody else
(HAs) would have put in place when they just started.
