Curiously, no. It is extremely difficult to do anything to a GP because of
the nature of the contract. The only power an HA, or a PCG would have is to
take the offender to the NHS Tribunal, an expensive course of action (about
40k often). The alternative is the GMC's poorly performing doctor's
procedure - which hasn't really become established yet and is unproven.
Of course if PCGs held GP contracts (i.e. GPs were salaried) things would be
different, but not much different, given that Trusts have only ever managed
to remove a handful of consultants (and they were pretty dire).
