Partially. If a PCG or Trust is to assume responsibility for the actions of
the GPs within it then surely it must have to have a way of controlling
those GP's. If we look at the Bristol case, blame is not solely with the
surgeons involved, but is being spread to those to whom complaints where
made that took no action. Can a PCG abdicate that blame if complaints are
made to it and no action is taken?
There would however still be a need for a national body (otherwise it's just
a case of GP's moving from one PCG to the next).
