The biggest problem most GPs have with PCGs is the treatment of GMS. Since
PCGs can constitute themselves with a majority of GPs on the board, and make
themselves inquorate without a majority of GPs at a board meeting, GMS
should not be at risk.
This house maintains that the real problem with PCGs is that GPs do not
trust their peers as corporate representatives, and fear that PCG boards
will vote to cut GMS.
