This list seems rather moribund, thought I'd try a little defib.

I pose a question, a postulate and a set of criteria. Please feel
free to argue one or more ;-)
The question:
What are the critical success factors (CSFs) of PCGs?
('Success' above is defined as achieving maximum measurable benefit to
patients.)
As a primer, these are some of the CSFs I prepared earlier:
1. Smooth and swift transition to Trust status
2. Smooth and swift transition to Inc. status
3. Centralised IM&T strategy and structure
4. Distributed databases (including the electronic record)
5. Achieve economies of scale in terms of premises, personnel and IT
6. Take control of medical and personnel manpower planning and
implementation (gender nonspecific)
7. Effective and efficient intra and inter-PCG communications
8. Fit the square peg of shareholders (GPs) into the round hole of
stakeholders (everybody else)
9. Establish PCG-wide patients 'list'. That means abandon single
doctors' lists
10. Tackle all the 'soft underbelly' issues. For example: inter and
intra professional rivalries, IT standardisation, cultural change,
etc.
11. Ensure adequate funding in the early and subsequent years
12. Devise and implement long term financial strategy
