I'd agree with this evaluation - do you think it is planned - or yet
another failure to appreciate the probable effects of the action taken?

Could I ask the list for information? If you are put into a PCG
formation, although there is no right of appeal, if the Regional Office
of the NHS Executive feels that "due process" has not been followed,
then the Authority could be asked to reconsider its proposals. Anyone
any ideas on what would constitute not following due process?
