On the face of it, it's 'sorted'. But, is it?
Milburn says, and I quote:
"Should a PCG propose to spend less than its 'guaranteed sum' for GMS
staff and computer maintenance, it could choose, (subject to ...) to
broker or redeploy the money on non GMS items of expenditure."
This presents Trims, Ruth and others with a dilemma:
1. The only effective way to exercise control over that viring of GMS
money is to have control over PCG governing bodies
2. To have control over PCG governing bodies, puts you in the firing
line of having to choose between hips vs GP infrastructure support
Neat, eh? It appeals directly to your self-interest but the only way
to protect that self-interest forces you to take responsibility for
everything else.
Over a barrel or what!
