People using a national service should be prepared to identify
themselves to their immediate provider - it isn't much to ask. The
identifier should be their "new" NHS number, a number that could be used
by all NHS providers. Access to information and its security remain the
key issues. If the appropriate data could be accessed by or, even
better, directed to the appropriate provider/organisation then more
appropriate advice/treatment should follow. With adequate safeguards
there should be no need for a "bona fide" patient to "register" with any
provider. The patient should hold the key to unlock the service but, in
doing so should be obliged to release relevent information to the
provider.
