Usually because the drug is as yet unlicensed. It used to be the case for
oxybutinin because the consultants recommended it to the GP's before the
licence was obtained.
All named patient scripts I've seen recently are for Prowess.

I suppose you could lie about the patient's name (but that's probably
considered to be fraud)
