Well, there are a lot of other managerial resources open to us
apart from the HA staff. Hospital Trusts, Community Trusts,
Social Services etc have all offered us help.
Also, practices have managers? Aren't your managers skilled?
GPs *are* skilled managers - we manage all sorts of things every
day, are directly accountable for our actions, invest our own
resources in the business we manage, have shown ourselves to
be responsive, innovative and trustworthy (generalisation here!)
But, I agree, we would need different skills to manage large PCGs.
We can buy these skills. (Disinvestment in HAs and re-investment
in PCGs is required to release funding, and this is implicit in the
original White Paper.)
However, imposition of a beauraucratic, top heavy, non-medical,
non-representative, un-elected, non- community based, unwieldy
management system seems at odds with the spirit and ethos of
the White Paper. If decision making is going to become open and
accountable, if decisions are going to be "communal" and reflect
the needs of local communities, then HA managers are going to
have to demonstrate major shifts in attitudes.
