Sorry to disagree but what they showed was that risk management becomes
absolutely impossible below 50k. In my view risk management for
commissioning secondary care at 100k is doubtful (summary of PCG business case
at this population size = 'Hope') and of course as PCG size increases risk
managemnet becomes easier. Irrespective of actual PCG size in Nottingham a
district wide Commissioning function will remain.
