How extraordinary.
Is it illegal to use one's own money to buy healthcare in Canada? If so
overcoming the deficits caused by "increasingly scarce resources" will be an
option open only to the super-rich.
So legislation prevents an individual from exercising free will to insure an
insurable risk. It appears that you live in a (at least partially)
totalitarian state.
