I don't think they are idiots (it is a relatively good week<g>), but I
do think that the reason for their troubles is that the administrative
system they use is as antiquated as the software they use, and that
both are doing a complicated job in a hurry where a simpler job done in
no rush would be better.
Much of NHS admin is like this of course, but in fact if you go into
office culture in any field you tend to find people who like to be so
busy they don't have time to concentrate on solving their problems or
saving time by producing solutions instead of managing crises.
WHat you do with them once they are found is another matter, and a real
management challenge - and one which the NHS has not really tackled
fully yet.
