Not at all paranoid. This is exactly the case with PCAPs. GPs in a
PCAP resign their contract (part I or II or whatever). They no longer
have 'lists' as such. The patients become the 'list' of the whole
PCAP.
I have no doubt that the same will apply to PCGs.
How else do you think they might stand any chance of achieving the
government's objectives?
