I do not know - but they could easily become one more theat to privacy
IMHO. I have all the huge backup databases in mind, and who will want to
get at them. And I agree with the argument that smart cards as ID cards can
be seen as a preparation of a population for smart cards as ID cards. These
could be linked with undisguised screening machinery, e.g. at airports, as
described under
